Roofing felt or felt paper, also called underlayment or roofing tar paper, goes between the roof deck and the shingles, which adds another layer of protection to your roof. It serves as a water repellent when heavy rain and storms can cause moisture to get trapped between the shingle and wood of your roof decking.
Is roofing felt necessary?
Roofing felt is usually required under roof tiles to prevent the desk from being exposed, it also may be applied as your roof deck may not lie perfectly straight. A layer of roof felt gives you an even surface to install tiles/shingles.

The main purpose of roofing underlay is to reduce the effect of wind loading on the slate or tile roof covering, according to BS5534 – the Code of Practice for Slating and Tiling.
