As others have said emulsion is water based so you can thin it with water but it’ll mean that you’ll need to apply more coats to get a decent finish.

Re: Painting over silk Soft sheen should be fine, I would still scratch up the walls a bit though, we are not talking hours of prep, take a fairly coarse paper and just lightly go over the existing finish, 10 mins a wall, just gives a bit of a key.
