Currently, players do not have access to art libraries in game. That means that if they wish to use an image from another campaign, they need to reupload it. There are two big issues with this. Duplicate images from different campaigns can clutter up the art library.
How do I get to my Roll20 art library?
The Art Library is located on the second tab from the left in the Sidebar. It is accessible for any game that you own or run as a GM. This tab allows you to search, upload, and organize visual asset files that you wish to use in your game.

Can you copy a Roll20 game?
Roll20 only allows you to duplicate a game for your own account. You cannot give copies of your game to other members. It doesnt matter if your pro or free. You can make as many copies of a game for your own use as you like.
Can you change the name of a Roll20 game?
Yes. On the game’s home page, click on the name for the game. This should change the name to a text box that you can edit.
