If you are still developing your drawing skills, it is my opinion that you should avoid tracing. If you have developed your drawing skills and have the ability to draw the subject accurately, then tracing ultimately doesn’t affect the resulting work. Be cautious that tracing does not become a “crutch”.
Is tracing illegal in art?

As long as you took the source image then tracing all or part of your work is ok. If you’re tracing from someone else’s source image or someone else’s art then you’re lying and possibly breaking copyright laws.
Can I trace a picture in procreate?
To trace on Procreate, import your photo or art into your Procreate design with the “Insert an image” button located in the Actions tab. Lower the opacity of the image you imported and add a new layer on top of it. Being able to trace so easily is such a huge perk of Procreate, and digital art in general.
