What are arcana checks for?
Arcana. Your Intelligence (Arcana) check measures your ability to recall lore about spells, magic items, eldritch symbols, magical traditions, the planes of existence, and the inhabitants of those planes.
Does using a scroll count as casting a spell?
As stated in this FAQ, when using magic items, such as scrolls, wands, or magic rings and necklaces (and pretty much all magic items), you do not count as having cast the spell yourself, you merely activated the magic item, which in turn, cast the spell, using the caster level set in the item.
Can you make your own spell scrolls?
Spellcasters can create their own spell scrolls at a cost. Crafting a D&D 5e spell scroll requires material components and anything else the spell requires. Activating a spell scroll does not require the material components. Skipping material components is one reason spell scrolls make excellent loot.
Can non casters use scrolls?

Something like a potion of healing can be readily identified with an arcana check. Or if you find a simple +1 weapon I’d say it could be discerned with an arcana check as well. I’d say if it’s a famous or named item I might allow an arcana check to lead to a history check to learn what the weapon was known for.
Are Arcanas useful?

How long does it take to make spell scrolls?
Beyond just the amount of money players are expected to spend on their spell scrolls, it’s also an incredibly long time to produce a scroll, with a 3rd-level scroll taking a week of work and a 9th-level spell taking 48 weeks to produce.
Can a cleric make spell scrolls?
The cleric must have proficiency in the Arcana skill. The cleric must have the spell in question prepared. The cleric must spend the necessary downtime and gold to scribe the spell scroll. The wizard must succeed on the necessary Intelligence check to copy the spell from the scroll.

Arcanist Feat Get it in your background, class, a feat, or training. You could gain proficiency from a background, a multi-class, a feat or through downtime. Though IIRC arcana has nothing to do with crafting magic items so you might not need it.
