During the Draw Phase (Japanese: ドローフェイズ Dorō Feizu), the turn player conducts their normal draw to draw 1 card from their Deck. Trap Cards, Quick-Play Spell Cards, and Quick Effects may be activated in this phase, after the turn player has drawn a card.
When can quick effects be activated?
Fast effects can be activated by either player – even during their opponent’s turn, as long as the conditions are appropriate. When both players want to activate fast effects at the same time, they are placed on a Chain (see pages 38-41 of the v8.
Can you activate quick effect during the end phase?

Can you activate quick effects from your hand?
The turn player can activate Quick-Play Spell Cards from their hand during any Phase of their turn; either player can activate Set Quick-Play Spell cards during any Phase in either player’s turn, except during the turn they are Set.
Can you activate Super polymerization during the battle phase?
Super Polymerization isn’t only good for getting rid of an opponent’s monsters – it can also be a game-ender. Since you can activate it from your hand in your Battle Phase, it can help you deal the finishing blow to your opponent.
Can you chain a quick effect to a counter trap?
The basic rule is that Counter Traps can only be used against the card they are immediately following in a chain. So for Counter Traps: Chain Link 2 used against Chain Link 1 only. Chain Link 4 CANNOT be used against Chain Link 1’s effect.
Does Tributing count as destroying?
A card that is returned from the field to the hand or Deck, or, that is sent to the Graveyard as a cost or Tribute, is NOT considered “destroyed”. Cards already in the Graveyard and banished cards cannot be destroyed.
Can you chain block Torrential Tribute?
You can chain “Bottomless Trap Hole” or “Torrential Tribute” to this effect.
Can Torrential Tribute miss timing?
Torrential tribute can however miss the timing, as DarkCygnus mentioned. However, this has to do with how the summon happened, and not with the cards that were activated in reaction to the summon afterwards.
Can you activate trap cards during battle phase?
As explained in previous questions, only Spell Speed 2+ cards can be activated during the Battle Phase(that is, normal trap, counter trap, continuous trap, quick-play spell, or any Speed 2 monster eff).

What effects can be activated during damage step?

A player does not need to control any monsters in order to enter their Battle Phase. Even if their opponent controls no valid attack targets (e.g. the opponent only controls 2 face-up copies of “Marauding Captain” and/or a face-up “Earthbound Immortal” monster), a player may still enter their Battle Phase.
Is Imperial Order limited?

Can Cerulean skyfire negate Supertech?
Because this card doesn’t activate to negate effects you can use it negate cards that prevent responding to its activation like “Super Polymerization” or any Counter Trap Card. This is because it negates the resolution of the effect rather than the initial activation.
Does Super Polymerization target monsters?
“Super Polymerization” does not target. The Fusion Material Monsters are sent to the Graveyard when “Super Polymerization” resolves.
Can you use Super Polymerization on red eyes dark Dragoon?
Since Red-Eyes Dark Dragoon a Dark Fusion Monster, we may see Super-Polymerization become popular again. Not just to beat Red-Eyes Dark Dragoon, but also whatever board your opponent’s made in combination with the Predaplant Verte Anaconda combo.
