Is Fiberglass Resin Waterproof

Fiberglass becomes waterproof once resin is applied and has cured. Once resin is applied and it has dried then the fiberglass is completely waterproof, in fact boats are routinely made from it. The resin used will typically be one of polyester resin, epoxy or vinylester.

Will fiberglass resin waterproof wood?

Leaving the underwater portion unpainted may be OK if you do not have lots of dirrect sunlight. If you park in a shady spot, I would be tempted to go bare as well. No need for primer over epoxy prior to bottom paint.
